The research stresses on making OSH an important part of university syllabi, so that the students become well equipped with the techniques of risk management at workplace.

Jukka Takala, Director of the European Agency for Safety and Health at Work (EU-OSHA), believed that education is the best way to make OSH an important part of the society.

However, giving such lessons to schoolchildren would not be of much help until and unless it is included in university curriculum. This is the only way OSH can take practical shape.

The report identifies a number of obstacles. There are very few teachers, who can teach the subject and there is lack of availability of good material specially prepared for university students. Moreover, deficiency of adequate funds for the implementation of the programme at the university level is a big hindrance.

Another crucial challenge comes from the university that may give priority to theory over teaching practical skills. But, the report gives examples of Europe, where OSH courses are a success in universities.

The study thus, examines the causes behind its success in Europe, and recommends the implementation of OSH by balancing theoretical as well as practical aspects, which can also be emulated, within the university to provide safe surroundings to the students and rest of the employees.

The demand for an upper limit of temperatures in workplaces has a staunch supporter in the teaching union, NASUWT.

A recent study carried out by the union suggested that more than 90% of the employees believe that they are made to work in extremely high temperatures in summers, while more than 80% said that they worked in extremely low temperatures in winter. However, only 37% of such cases were resolved properly.

In a balloted motion from a conference held by the union, it was proposed that in light of World Health Organisation guidelines, there is an urgent need for a legislation laying down the maximum temperature for the workplace.

The General Secretary of the NASUWT, Chris Keates, said that risks of accident and lower efficacy are much higher when employees are constantly exposed to temperatures above 24 degrees Celsius. He says that employers should provide for sufficient cooling and ventilation systems at the work place.

The union has raised concerns on issues of negligent approach of schools towards health and safety before the HSE. It also believes that the problem is going to exacerbate with the trend of global warming unless it is sought to be resolved by introducing legislation.

The HSE had done a review of workplace temperature situation in July 2009. However, according to the HSE the review is not complete yet. The board will be reconvened this month and a decision on when the final outcome of the consultation and recommendations on the issue will be published will be taken in the next few months.

Car manufacturer Nissan recently paid a six-figure sum in compensation to an employee who met with an accident at the workplace.

David Turpin, an employee of Nissan in Sunderland, had been working as a Die Maintenance Technician for over 14 years. However, in late 2005, one day, while leaving the site, Mr. Turpin slipped on the ice at the exit, fracturing his right index finger. He was unable to see the black ice because of inadequate lighting.

Mr. Turpin’s work involved precision engineering, which requires finesse and skilfulness. The accident caused his finger to lose strength and dexterity and as a consequence, he was no longer suited for his job. He eventually had to switch professions – from a technician he became an administrative worker and later, a tenancy support worker with the Gateshead Council.

The lawyers for the employee, Thompson Solicitors, have pointed out that the employers should have ensured that the exit points were properly illuminated and ice-free. Nissan, admitting its liability, reached an out of court settlement with the Mr. Turpin for an undisclosed amount.

According to Davey Hall, Regional Secretary of Mr Turpin’s union ‘Unite’, such accidents are likely to happen in winters and employers have the responsibility of ensuring the safety of their employees.
